LAW N0 70/2015 HAS ESTABLISHED THAT THE CASH RECEIPT OPERATIONS AND THE PAYMENTS REALIZED BY LEGAL PERSONS OR PHYSICALLY AUTHORIZED PERSONS, INDIVIDUAL ENTERPRISES, FAMILY ENTERPRISES, UNEMPLOYED INDIVIDUALS, PHYSICAL PERSONS DEVELOPING ACTIVITIES IN AN INDEPENDENT MANNER, ASSOCIATIONS AND OTHER ENTITIES WITH OR WITHOUT LEGAL PERSONALITY FROM/ OF EVERY ONE OF THE PERSON CATEGORIES, SHALL BE REALIZED ONLY BY USING PAYMENT INSTRUMENTS WITHOUT CASH IN ACCORDANCE TO THE LAW.

The cashing operations and the cash payments can be realized in the following conditions:

  1. cashing procedures in the limit of a daily amount of 5000 lei for a person;
  2. cashing realized by cash and carry shop types, in the limit of a daily amount of 10 000 lei for each person;
  3. payments in the limit of a daily amount of 5 000 lei for a person, but not higher than a total amount of 10 000 lei/ day;
  4. payments regarding cash and carry shop types, organized and functioning, in the limit of a daily total amount of 10 000 lei;
  5. advance payments regarding the liquidation account, in the limit of a daily amount of 5 000 lei, established for each person who has received advance payment regarding the liquidation account.

Furthermore, the cash receipt operations realized by the persons mentioned above, representing the debt cessions, price receipts or other finances, such as the value of the goods or service provision delivery, are realized in the limit of a daily amount of 10 000 lei for each person.
These dispositions are not applicable regarding the delivery of goods or the service provisions realized by tranches payments.

Moreover, the cash receipt operations and the cash payments among physical persons, others than the cash receipt operations and the payments realized towards the institutions deploying authorized payment services by the Romanian National Bank, or authorized in another member states of the European Union, and notified at the Romanian National Bank, realized as result of the property right transfer concerning goods or rights, service provision and the amounts representing the granting/ the return of the prices, can be realized in the limits of a daily amount of 50 000 lei/transaction.
